August 23, 2021 Chairman of the House of Representatives of the National Assembly of the Republic of Belarus Vladimir Andreichenko took part in the Plenary session of the 42nd General Assembly of the ASEAN Interparliamentary Assembly (AIPA), which is held from 23 to 25 August 2021 in the format of a video conference.

The meeting is held on the basis of the Parliament of Brunei Darussalam, chairing the AIPA, and is dedicated to the development of parliamentary cooperation in the field of digital technologies integration to the ASEAN community 2025.

The Opening Ceremony of the General Assembly took place on the first day. Welcoming speeches were delivered by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni AlMarhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and His Excellency Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib, the President of 42nd AIPA and Speaker of the Legislative Council of Brunei Darussalam.

This was followed by speeches by the heads of delegations of the AIPA member countries — Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Brunei Darussalam. The meeting proceeded with the addresses of the heads of observer delegations — Australia, Belarus, Canada, China, the European Parliament, India, the Republic of Korea, Morocco, Russia, Norway, as well as statements by special guests, the Republic of the Union of Myanmar and the IPU.


In his speech, Vladimir Andreichenko has noted that the “Code of Conduct” of the ASEAN countries is consonant with the foreign policy of the Republic of Belarus and is a good basis for the joint solution of many vital tasks.

According to the Chairman of the House of Representatives, Belarus has certain experience and best practices in the field of creating common digital ecosystems and a “digital neighborhood belt”. In this regard, Vladimir Andreichenko proposed to hold in Minsk the ASEAN-Belarus inter-parliamentary forum, which could result in the signing of a joint declaration “On international information ecosystems and the creation of a digital good-neighborhood belt”.

During the work of the General Assembly, it is planned to consider a number of political, economic and social issues on which resolutions will be adopted, for example, one of which is called “Resolution on Promoting Inclusive Digital ASEAN to Empower MSMES and Strengthen the ASEAN Economic Integration”. A meeting of the Women Parliamentarians of the AIPA will be held. On the final day the signing of a joint Communique, the Closing Ceremony of the 42nd General Assembly, the transfer of the presidency of the AIPA for 2022 to the National Assembly of Cambodia will take place.


A Member of the Standing Commission of the House of Representatives on International Affairs, Deputy Head of the delegation of the National Assembly of the Republic of Belarus for contacts with the AIPA Sergei Syrankov also attended the 42nd General Assembly of the AIPA.


Since 2011, the Parliament of the Republic of Belarus has a status of observer status in the AIPA and has an active cooperation with this inter-parliamentary structure. Representatives of the Belarusian Parliament regularly take part in meetings of the General Assemblies of the AIPA, thereby ensuring a positive dynamics of the inter-parliamentary dialogue both with the organization and with the ASEAN member countries.
