On 13 November 2020, legal scholars and professionals from 20 countries and international organizations took part in the China Forum on International Legal Cooperation which was held in video conference format.

 The Republic of Belarus at this international professional platform was represented by the Deputy Chairman of the House of Representatives of the National Assembly of the Republic of Belarus Valery Mitskevich, who is also the Chairman of the Public Association “Belarusian Republican Union of Lawyers”, as well as the Executive Director of the Public Association “Belarusian Republican Union of Lawyers” Irina Orlovskaya.

Created 30 years ago, the Belarusian Republican Union of Lawyers unites professionals and accumulates knowledge and ideas in the field of law. The Association is the most important institution that contributes to the formation and development of the legal system of our country.

The event was organized by the Chinese Law Society (CLS). The China Law Society is an official organization of Chinese lawyers. It was founded in 1982 and has subordinate institutions in various areas of law, such as jurisprudence, constitutional law, civil law, criminal law, etc. The organization is headed by Wang Chen.

The Forum’s theme of this year was International Legal Cooperation in the Context of COVID-19.  The Forum has brought together legal experts to discuss issues related to the following topics: Belt & Road International Commercial Disputes: Prevention and Settlement, as well as International Legal Cooperation in Public Health.

The opening ceremony of the Forum began with a message from President of the People's Republic of China Xi Jinping, which was read by Wang Chen, Member of the Political Bureau of CPC Central Committee, Vice Chairman of the Standing Committee of the National People’s Congress, President of the China Law Society. In his message, the President of the People's Republic of China focused on the fact that legal cooperation is an important part of cooperation within the framework of the Belt and Road Initiative, and the rule of law is an irreplaceable basis and guarantee for the implementation of this initiative.


The Forum was attended by members of the leadership of the PRC and the Chinese Communist Party, chairmen and judges of the Supreme Courts and general prosecutors from 20 countries.

The outcome of the Forum was adoption of “Beijing Declaration of the Chinese Forum on International Legal Cooperation.” The Declaration specifically states that all parties to the Belt and Road Initiative should strengthen measures to prevent the emergence of international commercial disputes, develop an effective mechanism for the prevention and settlement of international commercial disputes, establish cooperation in preventing legal risks and improve compliance regulatory requirements, consult and negotiate. The main attention was paid to the creation of mechanisms for joint arbitration.

The document states that the history of human civilization is one of fighting diseases and tiding over disasters. Viruses do not respect borders. Nor is race or nationality relevant in the face of diseases. In this regard, it is necessary to strengthen cooperation on research and development of drugs and vaccines against COVID-19, promote fair allocation of vaccines and work together to build a global community of health for all.
